These plastic flags are found throughout Mexico on special occasions draped over the streets to announce the upcoming, existing or past fiesta. Papel picado means "picked paper" because it is traditionally chiseled while stacked in large pile...then each flag is individually strung on string to make a banner of flags. These are plastic, bright colors and will last longer than the tissue paper flags. Very colorful, very festive and very Mexican!
