These paper flags are found throughout Mexico on special occasions draped over the streets to announce the upcoming, existing or past fiestas. Papel picado means "picked paper" because it is traditionally chiseled while stacked in large pile...then each paper flag is individually strung on string to make a banner. Very colorful, very festive and very Mexican! They are made of delicate tissue paper. The second photo shows them in our shop window--bright and colorful.
